                Dr. Tsai holds a Doctorate in Education in Organizational Leadership from Fielding University in Santa Barbara, CA. She has a Master's degree in International Relations from Boston University, Boston, M.A, and in Administrative Education, San Francisco State University, and a B.A. in Diversified Liberal Arts from Saint Mary's College in Moraga, CA. Dr. Tsai holds a CA Administrative Services Credential, CA Multiple Subject Credential, CLAD certificate, and Supplementary Authorizations in the History/Social Sciences.

                Dr. Tsai was the Cupertino Union School District administrator who was instrumental in the creation of the CLIP program in 1997.  She held several positions in the Cupertino Union School District: elementary school principal, Director of Language Arts, and Director of ELD, and federal and state programs. She has numerous years of classroom teaching experience in several public schools. Dr. Tsai has taught every grade level with the exception of the 9th grade.  

                While working on her doctoral studies at the University of Heidelberg in Germany, Dr. Tsai was working as the director of language programs with an American college providing foreign language programs for the U.S. Army, 156th Military Intelligence Unit.  Dr. Tsai, also, spent time on Taiwan, teaching English at the college level, as well as for the military and police academy. 

                In the area of higher education, Dr. Tsai has served as adjunct lecturer at San Jose State University, Notre Dame de Namur University, and National University. She has published articles for the National Association of Bilingual Education Journal, and led research presentations at the California Association of Bilingual Education Conference, the California Council on Teacher Education Conference, and the Chinese Language Education Forum. 

                She is the co-founder of Asian American Women's Alliance, and was the past president of Asian American Educator's Association.
